PPS refutes claim from Portland teachers union that school board rejected proposal

The Portland Association of Teachers is claiming that their bargaining team reached a settlement agreement with the Portland Public Schools bargaining team - but that the PPS Board of Education "unanimously rejected" the offer proposed by their own side.
